Programme Development - Leadership (Level 3) & (Level 4)
Introduction
Connexis are undertaking new programme development of the New Zealand Certificate in Leadership (Levels 3 & 4). We are seeking input from industry members to help us develop this programme to ensure it contains the skills and knowledge required for your learners.
Background
Ringa Hora Workforce Development Council completed a review and development project (Te Manu Arataki | Leadership Project) in 2025, which focused on strengthening the suite of leadership credentials on the New Zealand Qualifications and Credentials Framework. The outcome of this process found that the recommended changes to the New Zealand Certificate in Business (Introduction to Team Leadership) (Level 3) and New Zealand Certificate in Business (First Line Management) (Level 4) necessitated their expiration and replacement with new and updated qualifications; the New Zealand Certificate in Leadership (Level 3) and (Level 4).
In addition to updating the Graduate Profile Outcomes and credit values, a new set of qualification specific skills standards were developed to ensure complete alignment. This development essentially locks the programme structure, which increases the importance of the following stage of resource and assessment development to ensure alignment and relevance to your specific industry context and needs.
The changes between expiring and new versions of the qualification are summarised in the Qualification Comparison and Programme Drafts documents (below).
Action required
Draft programmes incorporating the new skills standards have been developed and endorsed by industry members as part of a Working Group. Connexis is now seeking wider industry endorsement as well as expressions of interest in offering industry specific insight and expertise into the skills standard resource and assessment development process.
We would welcome your thoughts via the survey below.
